1.1 General: AACPS is soliciting competitive sealed proposals from qualified contractors to furnish comprehensive technology that supports reading and writing in addition to notetaking, test-taking, study skills, and reference sources and digital access to curricular and supplemental materials. The provision of technology must include training, maintenance and required support for the initial installation. Contract shall be performed in accordance with the specifications and general conditions noted herein. The objective of RWST is to implement a technology system to support the requirements defined in this RFP. The implementation scope and schedule will be consistent with the affordability and manageability constraints applicable to AACPS. 1.2 Project Vision: To acquire a product that will support students with reading a variety of text as well as supply writing tools to support students’ constructed responses. This product must communicate with other AACPS tools such as Unify to support assessments. 1.3 Background: AACPS presently includes 128 schools and approximately 85,000 students. Approximately 10% of overall student enrollment are students with disabilities. These numbers will fluctuate with student population in Anne Arundel County. This software will be used throughout AACPS. Technology permissions will vary based on specific response and presentation accommodations on student IEPs and 504 plans. Students with disabilities related to decoding utilize the text to speech portion and any student can access the writing tools. AACPS currently has approximately 1500 students with Text to Speech and/or Human Reader. AACPS’ technical environment consists of the operation and maintenance of these primary components: • Internet Access: Dual 3 gbps access point centrally managed and operated for the entire District, Cisco firewalls, Microsoft virus protection for Microsoft clients, iBOSS for web content blocking; Microsoft Online for Spam filtering. • Wide Area Network (WAN): AACPS WAN consists of fiber optic cable connecting educational and administrative facilities across roughly 416 square miles. • Local Area Networks (LAN): AACPS currently supports over 130 facilities, each operating a LAN providing 100Mbps to the desktop/laptop. AACPS mandates specific standards for all LAN cable plants, equipment, and connectivity deployments. Wireless access (802.11 standard) is present in all facilities. • Telecommunications: AACPS maintains diverse telecommunication services ranging from traditional voice (e.g., telephone) services to public address systems, intercom systems, mobile radios, and cell phones. • Clients. Approximately 45,000 desktops and laptop computers are in use throughout AACPS in addition to 45,000 Chromebooks. All Teachers have access to a computer. Minimum student to computer ratio is 5:1.
