WRECKER SERVICE RESPONSIBILITIES 1. Each wrecker service shall be available for calls twenty-four (24) hours a day, three hundred sixty-five (365) days a year per Charleston County Consolidated Dispatch Center 911 Standard Operating Procedure. 2. Each wrecker shall be dispatched, operated out of and housed at the business location identified on the bid form for the applicable zone. "Normal business hours" or "business hours" as used in this regulation means twenty-four hours a day, seven days a week. All vehicles shall be towed to the same business location where the wrecker is housed during normal business hours, unless the vehicle owner or operator requests that the vehicle be towed to another location. Storage lots shall not be considered as a separate business location. Pagers and cellular phones shall not be acceptable. A wrecker service shall immediately notify the Charleston Police Department and the City of Charleston Procurement Office upon any change of address or telephone number. 3. Unless the owner or operator of a vehicle has a towing service preference, the investigating officer at the scene shall request the assistance of the wrecker service. The investigating officer shall use his or her discretionary authority to deny requests for a specific wrecker service whenever the request will impair the timely restoration of safe traffic movement.
