3.1. Scope of Services The goal of this RFP is to select a consultant firm with supporting subject matter experts (SME) that can develop an implementation plan, project schedule, cost estimations, as well as execute the implement plan in partnership with the County to deliver the project based on the tasks described in sections 3.2 through 3.5 found below. The selected Consultant will work closely with County staff to evaluate multiple alternative delivery methods against the project risks, timelines, cost estimations, taking into consideration County procedures regarding procurement of further services, decisions making processes and relevant new developing partner needs for the project. Together with County staff, the Consultant will develop a recommended approach to the delivery of the Chambers Bay Estuary Restoration project that may be presented to Pierce County Council, Pierce County Executive’s Office, and/or various partner community outreach meetings. The Consultant awarded this contract may disqualify themselves from future design and construction contracts directly associated with this project at the sole discretion of the County. The successful Consultant will have the following qualifications: • Experience working with multiple jurisdictions, including federal, state, and local agencies on the permitting and delivery components of a multi-phased project. • Strong written, verbal, and interpersonal communication skills. • Demonstrated experience with providing planning oversight to design, permitting, and construction services to public agencies, including experience with risk assessment, municipal procurement and contracting. • Knowledge of all applicable Federal, State, and local regulations and standards. 3.2. Task 1 - Project Management The Consultant will provide project management services for this project including: • Manage work performed under this scope of work. • Monitor progress in relation to scope, schedule (updating as necessary), and budget of the project. • Maintain frequent communications with County staff to keep apprised of progress, anticipated issues and provide resolutions to issues that may arise. • Participate in the project technical team's bi-monthly and quarterly team meetings.
