Fremont County School District #24 requests quotes to provide group medical, dental, and vision insurance for our employee benefit plan. All insurance will have a renewal date of July 1, 2025. GENERAL SPECIFICATIONS; 1. The District desires to implement a benefits plan that allows employees to continue using HSAs. Currently, almost 81% of employees in FCSD #24 are enrolled in an HSA-qualifying plan. 2. Presently, employees can enroll as a “Single,” “Employee Plus One,” or as a “Family.” 3. The District is involved in and interested in Wellness programs. It would like to receive options for potential wellness programs to determine whether they would be beneficial. 4. Any and all plans must provide “essential benefits” and all other necessary provisions to comply with the PPACA regulations. 5. Any and all plans will include a description of what the provider offers to assist the district with PPACA compliance. 6. The successful party is required to provide an explanation of the plan to all staff at a time mutually agreed upon with the district and to administer the initial enrollment of qualified employees. After the initial enrollment, the school district staff will terminate old and enroll new employees as required. It is anticipated that enrollment will be done online. 7. The successful party must enroll all employees without imposing any pre-existing condition limitation and must waive actively-at-work requirements. 8. Enrollment will occur during the month of May, at times mutually agreed upon with the District. The bid will be awarded on April 14, 2025. School ends on May 21, 2025. The successful bidder should be prepared for that process. 9. Coverage is to include all full-time employees working thirty (30) or more hours per week, dependents, and COBRA subscribers who are currently covered under the Fremont County School District #24 Employee Benefit Plan. All coverage must be issued without "evidence of insurability" being required by currently insured personnel and their dependents. The proposal should also include a description of the availability of coverage for staff who will retire in the future. Fremont County School District #24 does not provide health insurance funding for retired staff. 10. Provide a detailed description of how premium increases are determined each year and a five-year history of plan-wide changes in premiums for all participating entities. Also, include a projection of the plan-wide increase for the upcoming fiscal year.
