Project Description 1. Police Facility. The City of Garden City plans to temporarily relocate the Garden City Police Department while the current Law Enforcement Center is renovated. It is anticipated that the facility will be used to meet the needs of the Garden City Police Department for approximately 8 years and is anticipated to be approximately 20,000 square feet. 2. Pre-Construction. Assist the City with a needs assessment for the Garden City Police Department, assist with evaluation and selection of an architect, preliminary drawings, site location (within Garden City, Kansas), and a cost estimate of the project. 3. Construction. Assist the City with construction of the Project through the coordination and management of subcontractors, regular meetings, and on-site safety. 4. Goals and Objectives. City has established the following goals and objectives for the New Police Facility: a. Provide a design that ensures high functionality and efficiency of operations. b. Address health, safety, security, and confidentiality for staff and the public. c. Maintain fiscal responsibility for the Project while seeking value engineering opportunities throughout. 5. Services Requested. The CM firm will provide pre-construction and construction manager at risk services for the Project. a. Phase I: Pre-Construction Services i. CM will be expected to provide periodic cost estimating to the City and the project architect. The CM will also consult with the design team regarding the building site and use improvements, the selection of materials, building systems, and equipment. The CM is expected to be an active participant during the design meetings. They will provide recommendations on construction feasibility; actions designed to minimize adverse effects of labor and material shortages; time requirements for procurement, installation, and construction completion; and factors related to construction cost, including estimates of alternative designs or materials, preliminary budgets, and possible economies. ii.
