A. DCHS is interested in answering the following questions. The questions will be finalized in partnership with the Contractor and DCHS during the period of performance: 1. How did HTH support residents' health and wellbeing, and did it result in positive outcomes in these areas? What did HTH do to integrate systems of care in its buildings, and what opportunities and challenges remain? 2. In what ways did HTH provide culturally responsive interventions and how did that impact residents and their outcomes? What did HTH do to build the capacity of a larger and more diverse provider base, and was that successful? 3. How well did HTH address major policy and political barriers to creating new supportive housing (e.g. geographic expansion, addressing community concerns/NIMBYism, zoning, funding models)? What opportunities and challenges remain for creating supportive housing opportunities throughout the King County region? 4. In all cases, where are there best practices, lessons learned, and opportunities to improve? B. Research Design and Data Collection The overall research methodology can be of qualitative or mixed methods research. DCHS is particularly interested in gaining a broad understanding of HTH from the perspective of its residents and that use culturally appropriate and trauma-informed data collection methods to capture this perspective. C. Coordination and Partnership The Contractor will be expected to coordinate and collaborate with evaluators from DCHS’s Performance Measurement and Evaluation unit, who will also separately evaluate outcomes of the HTH program related to housing stability, income and employment, and crisis and carceral system usage of its residents. Periodic touchpoints to refine the research design and discuss or share findings that could inform service deliverable are also encouraged.
