APAC Facilitator Scope of Work: The Regional Transportation District (RTD) has created a citizen advisory group called the ADA Paratransit Advisory Committee (APAC). The purpose of APAC is to provide an ongoing opportunity for customers to advise RTD on accessibility issues related to service, equipment, plans, and programs to assure non-discrimination for qualified people with disabilities in the provision of ADA paratransit services. This RFP is for a facilitator to facilitate the meetings between members of the APAC and RTD staff. Meetings are held every two months and are attended by approximately 20-30 individuals. Twice a year, APAC members and Advisory Committee for People with Disabilities (ACPD) meet jointly as a combined committee. The selected facilitator will only be responsible for facilitating the APAC portion of these combined meetings. RTD currently provides ADA complementary paratransit service throughout a service area of approximately 2,400 square miles in the Denver, Colorado, metropolitan area with a fleet of 343 dedicated paratransit vehicles and 50 non-dedicated vehicles. This service serves certified individuals with disabilities whose disabilities prevent them from using the lift- or ramp-equipped fixed-route service. The service area consists of both urban and suburban areas located in the high plains as well as the foothills of the Rocky Mountains. RTD provides ADA paratransit services (Access-a-Ride) through the coordinated efforts of one (1) contracted Call Center, “Call Center Contractor,” and multiple contracted service providers, “Service Provider Contractors.” Access-a-Ride service provides rides to ADA eligible paratransit customers who reserve the trip one to seven days in advance. Service Provider Contractors work with the Call Center Contractor to maximize service efficiencies and overall service quality.
