Consultant services will include an inventory, assessment, analysis, and recommendations for the Central Waterfront Boardwalk Reconstruction Feasibility Study, located at the Central Waterfront, Newburyport, MA. The consultant will supply all labor, materials, out-of-pocket expenses and travel necessary to complete the following Scope of Services, inclusive, for a lump sum not-to-exceed fee. The Consultant must be available to start work in the Spring of 2025 and complete work by October 15, 2025. Work for this project is divided into the following tasks: Task 1 – Project Kick-off meeting with City and Waterfront Trust Review goals and objectives, constraints, issues, information requirements, schedule, etc. Deliverable: written meeting minutes distributed to participants. Task 2 – Existing Conditions Inventory & Assessment Prepare a site inventory, assessment, and analysis based on a reconnaissance effort and data collection. Identify issues needing to be addressed during the design phase. The following features should be reviewed at a minimum: • Provide a base plan from existing city and publicly available information • Characterize the condition of the timber decking and identify boards in generally good condition vs. boards with deterioration, trip hazards, etc. • Identify areas requiring short-term repairs • Describe the condition of all above-ground structural elements including the timber stringers and their associated tar paper protection, as well as concrete sonotubes below the boardwalk decking and all above-ground, structural elements • Characterize the structural capacity and condition of existing system, including vehicle loading Deliverables: Written draft and final memo report with accompanying graphics and photos to clearly document and characterize existing conditions and constraints. Memo report will eventually be incorporated into the subsequent final report. City officials will review draft memo report, and the consultant will incorporate comments and revisions and provide final memo report. Task 3 – Alternatives Identification, Analysis, and Documentation Based on the site assessment and input from City staff, Waterfront Trust, and other stakeholders, prepare conceptual alternatives and associated ramifications for review. Alternatives should include: • No action beyond city’s current patching approach • Recommended, improved annual maintenance: means, methods, tools, budget, and approach to addressing existing Ipe boards, including potential selective board replacement (potentially with other materials), and potential stringer repairs, ice & water shield protection, type of fasteners, etc. Include estimated timeframe for service life • Partial reconstruction of selected portions of the boardwalk at existing elevation, including materials. • Provide the following information within the above alternatives analysis: o Alternative decking material (e.g., composite boards vs. timber) and associated pros and cons, including providing physical samples and success in similar jurisdictions. o Appropriate strength and associated dimensions for all decking. o Cost estimates for each alternative. o Construction phasing and sequencing recommendations, considering facility use by pedestrians and boaters. o Permitting implications for the various alternatives o Timeframes for the different alternatives
