The purpose of this request for proposal is to enter into a single award contract for Aggression Replacement Training (ART) to juveniles who are under the continuing jurisdiction of these southern and eastern rural Utah Juvenile Courts (6th,7th,8th Districts). Youth under juvenile court jurisdiction for delinquency typically live with their parents and/or legal guardians, have a history of offenses against persons, property, and/or public order, and often lack impulse and anger control skills as well as consequential thinking, problem solving and decision-making skills. These youth also exhibit a low level of moral reasoning. Evidence-based, intensive services and interventions are necessary to avoid placing these youth outside of their homes and preventing their further penetration into the juvenile justice system. To that end, the Sixth, Seventh, and Eighth District Juvenile Courts are seeking a provider of Aggression Replacement Training (ART). ART is a well-known evidenced based intervention that has been shown to effectively reduce criminogenic need among adolescent males, 13 years of age and older. The target population to receive ART services through this contract will be moderate and high-risk males with the ability to also offer ART to moderate and high-risk females if needed. The youth participating in ART would be identified with an assessed targeted dynamic need of aggressive/antisocial behaviors or lacking of pro-social skills and under juvenile court jurisdiction, between the ages of 13 and 18 years old. Given the geographic and caseload constraints affecting the clientele of the Sixth, Seventh, and Eighth Juvenile Court Districts, this ART program must be delivered via remote technology.
