A. Program administration • Develop and implement program startup and evaluation period: In collaboration with PCEF, develop a startup implementation plan, including project requirements (e.g., affordability) eligibility, outreach plan, communications and coordination with other partners. The initial startup period will run for 6-9 months with a goal of initiating 3-5 projects. Administrator will evaluate efficacy of the startup plan and make recommendations for modifications in implementation. • Develop and implement full program implementation plan: Following the start-up and evaluation period, design and implement plan for full scale implementation. • Required elements of both plans will include (but not be limited to): • Funder coordination plan: Design/implement strategy to coordinate with other funding partners (e.g., OHCS, ODOE, etc.) to ensure project funding accountability and 25% match requirement is met. • Anti-displacement plan: Design/implement strategy for ensuring that tenants are not displaced as a result of PCEF funded work. Plan will include impact tracking and tenant education and outreach strategies. • Property owner participation agreements: Design participation agreements. Include a description of program conflict resolution procedures. • Payment workflow: Develop workflow process that documents each step to disperse payments to projects, including quality assurance review. Workflow should define recommended cadence for administrator to invoice PCEF for reimbursements. • Culturally-specific partnership: Design and implement strategy for partnering with culturally specific organization(s). Define the contributions and roles of the organization(s). • Workforce development: Design and implement a workforce development plan and strategy which will both provide support to new and emerging contracting firms to grow capacity and expertise in overseeing and managing projects, as well as assist new workers in entering and succeeding in this work, in addition to achieving the workforce utilization goals defined in the PCEF Climate Investment Plan. B. Outreach and marketing • Marketing, outreach, and communications: Develop marketing collateral, outreach strategies, and communications. Define mutually agreed upon collaboration process for PCEF input on activities, communication types and materials, timelines for review, and how to track review status. • Public relations: Develop and implement a public relations strategy to promote program participation and the accomplishments of the program and coordinate with PCEF on media efforts. • Online presence: Develop and maintain the program’s online presence, which may include a website and social media. Plan to collaborate with PCEF communications team as directed by PCEF on these elements. • Program application: Develop and manage an application process to secure program applicants. Include methods for building tenants to inform program of interest. • Tenant outreach and engagement plan: Establish and implement plan to support tenants that live in properties that receive upgrades. This plan will account for participant demographics and will include support for applicable languages and strategies for reaching tenants with a variety of literacy spectrums. Plan will also include methods for determining tenant needs before, during and after upgrades. • Tenant resources: Develop a plan and implement on provision of multilingual educational materials for tenants on the retrofit process, program details, and operating and maintaining new equipment to maximize utility savings.
