The Town of Yarmouth, acting through its Chief Procurement Officer, hereby requests the submittal of proposals from qualified professional firms for the Fire and EMS Operational Standards and Response Cover Study in accordance with the specifications set forth within the Request for Proposals (RFP) documents. The primary deliverable for this project is a Community Risk Assessment and Standards of Cover Deployment Analysis Study (the Study) that adheres to industry best practices for deployment analysis. The consultant will evaluate the Fire Risk Assessment and the current deployment of the fire department to develop recommendations, performance measures, and a compliance methodology. This will ensure that fire and EMS services align with community risk factors, station distribution, and the concentration of deployable resources. The analysis will draw on historical data, the Yarmouth Fire Department’s fire prevention occupancy list, and other relevant resources. Additionally, the consultant is expected to collaborate with and maintain ongoing communication with key stakeholders to gain a comprehensive understanding of the project, the town, and any existing issues or challenges. The evaluation and analysis will adhere to nationally recognized guidelines and criteria, which include standards set by the National Fire Protection Association (NFPA 1710), Insurance Services Office (ISO) schedules, and any relevant federal and state mandates concerning emergency services. It will also incorporate generally accepted practices within emergency services.
