The Town of Hartford is requesting proposals (RFP) from qualified companies to provide every other week (bi-weekly) collection of residential recyclable materials in accordance with Vermont’s Universal Recycling Law (Act 148), with the exception of leaf and yard debris and food scraps. The Town is soliciting proposals for three (3) and (5) year service periods. Currently, the collection of recyclables is done on a biweekly basis, by street name and or centralized locations ( see Appendix A, and Tables 2 & 3). It is our intention to maintain this schedule to minimize confusion to service recipients. If your proposal deviates from this schedule then a detailed route plan by week, day, street name, needs to be provided. The average tonnage of recyclables collected for the past three (3) years is 535 tons per year, with approximately 45 to 50 percent of the households choosing to participate in the program.
