The selected firm shall perform Project Scoping Services on an as-needed basis for the Seymour District. Scoping services for other districts may also be assigned. These services may include any or all of the following services: Preliminary Engineering Assessment/Alternative Analysis, Traffic Data Collection, Traffic Forecasting, Complex Traffic Capacity and Operations Analysis, Traffic Safety Analysis, Route and Topographic Survey, hydraulic analysis and Small Structure Inspection Services. The firm should have experience addressing environmental issues and also in preparing traffic, road and/or bridge design concepts as they may be asked to provide these services during the course of this contract. The Engineering Assessment may be in the form of a full report in accordance with INDOT's Engineering Assessment Manual, an Abbreviated Engineering Assessment Report or a summary report of data collected. Consultants who prepare Engineering Assessment Reports or other scoping deliverables for an INDOT project may compete for future project development services so long as the scoping deliverables are made publicly available to other competing teams at least four weeks prior to the RFP response due date. All On-Call contract services are on an as-needed basis and there is a possibility that no assignments will be made. It is also possible that assignments totaling the full contract amount could be made within one year, so interested respondents must have available personnel capacity to meet this potential expectation. Interested respondents should provide a detailed plans for this potential expectation in their Letter of Interest (LOI). The selected consultant's fee proposal shall be due 15 calendar days after the selection date for this RFP item. This contract will utilize INDOTs eInvoice application.
