This project will consist of 2 phases. These phases may be awarded at separate times and may not occur concurrently. The 2 phases of this project are as follows: Phase 1: Concept Plan for Public Right-of-Way This study area will include the public right-of-way (ROW) areas of Hannah Henry Way, School St, Wayman St, 2nd St, Douglas St, Lincoln St, and MD-480 (Ridgely Rd) between Central Ave and the western entrance of Hannah Henry Way. ● Attend a kick-off meeting and two progress meetings. Assume all meetings are virtual. ● Utilize the existing DNR survey and compile all collected and field data into a comprehensive base map. Prepare GIS base map. ● Perform field drainage assessment. ● Perform hydraulic and hydrologic analysis of the ditch and storm drain system to evaluate current conditions and future conditions accounting for climate change projections. ● Identify a comprehensive list of potential mitigations strategies to address stormwater flooding in the public road right of ways. Develop a preliminary stormwater assessment report. ● Provide a concept plan for flood mitigation strategies. Phase 2: Concept Plan for Private Property Drainage The study area will include the private properties in the Hannah Henry Way community which surrounds the public roads listed in the Phase 1 scope of work. ● Attend a kick-off meeting and two progress meetings. Assume all meetings are virtual. ● Attend one in-person community input meeting to hear resident concerns. The meeting will be organized by partner agencies. ● Review GIS webmap documenting private property issues from the July 2024 community listening session. Review LIDAR data for the private properties. ● Review landowner site assessments performed by Maryland Sea Grant Extension. ● Perform field drainage assessment. ● Perform hydraulic and hydrologic analysis of the Hannah Henry Way community to evaluate current conditions and future conditions accounting for climate change projections. ● Identify comprehensive list of potential mitigations strategies to address stormwater flooding on private properties. Develop a preliminary stormwater assessment report. ● Provide a concept plan for flood mitigation strategies.
