. General Requirements Proposer should include in its Proposal how it meets the following requirements: 1. Proposers must demonstrate, in responding to this RFP, the ability to perform Cultural Resource Management (CRM) studies in accordance with a variety of federal, state, and local guidelines. This may include, but not be limited to, the following: a) Project-specific documentation regarding previous successful consultations and completed CRM projects with Caltrans District 8 Professionally Qualified Staff (PQS) in accordance with the Caltrans Environmental Handbook, Volume 2, Cultural Resources Guidelines and Procedures, b) Previous federal government project, c) Previous County of San Bernardino area projects, d) Previous governmental (State, county or city) projects, and e) Consultations with the California Office of Historic Preservation (OHP) and the State Historic Preservation Officer (SHPO). 2. Proposers’ key staff must demonstrate a minimum of five years of experience and extensive knowledge in obtaining environmental clearance for CEQA, NEPA Section106, and US Department of Transportation Act of 1966 Section 4(f) compliance documents and reports. Proposers’ key staff must include Principal Investigators qualified to conduct prehistoric and historic archaeological surveys, built environment surveys, and paleontological surveys. 3. Proposers must also demonstrate previous experience in the following: a) Demonstrate completion of Phase I, Phase II, and Phase III studies and reports, including Prehistoric Archaeology, Historic Archaeology, and Historic/Architectural surveys, and identification of all site types. b) Demonstrate contact/consultation with Native American Heritage Commission (NAHC). c) Demonstrate successful consultation with Native American Tribal entities on complex projects. d) Demonstrate development and implementation of Cultural Resource Mitigation Plans. e) Preparation of Paleontological surveys, reports, and mitigation plans. f) Demonstrate previous creative and cost-effective solutions to complex cultural and paleontological projects.
