Please note: This is a Sole Source Notification. This is a notice of intent to award a contract as a sole source to: FAST Enterprises, LLC for GenTax decommissioning and data extraction for Illinois Liquor Control Commission. This purchase is economically only available from a single source primarily because Items are Copyrighted or Patented and the Items are Only Available from the Holder; The Illinois Liquor Control Commission (ILCC) has utilized Gentax from FAST Enterprises, LLC for over 10 years to manage the provision and renewal of liquor licenses. However, ILCC is now planning to migrate to Salesforce as their licensing platform, which was procured on purchase order P-1938:210. This sole source procurement is necessary to facilitate the decommissioning of the Gentax system and the extraction of ILCC's data in order to successfully transition to the new Salesforce platform. Concurrently, the Department of Revenue is actively processing a Joint Purchase Sole Source contract (B-44490) for the continued licensing and maintenance of the Gentax system. ILCC will participate in this joint contract to secure FAST Enterprises, LLC maintenance services for Gentax through June 30, 2026. This will ensure that ILCC can maintain access to the Gentax system and its data during the migration process, while also preparing for the eventual decommissioning of the system and the full transition to the Salesforce platform. The combination of the decommissioning services to migrate ILCC to Salesforce and the continued Gentax maintenance services through the joint contract with the Department of Revenue will enable ILCC to seamlessly transition its liquor license provision, renewal, and related functionalities to the new Salesforce-based system, while ensuring the necessary data and functionalities are properly extracted and preserved during the migration.
