Salem-Keizer Public Schools serves the needs of public education in the cities of Salem and of Keizer, is the second largest public school system in the State of Oregon, and operates 65 facilities that includes elementary, middle, and high schools. The District office is located at 2450 Lancaster Drive NE, Salem, Oregon. Salem-Keizer Public Schools currently have approximately 39,000 students, half of which are elementary students, an estimated 7,500 employees, and an annual operating budget of $1 billion. Approximately 24% of the District's elementary students are English language learners (ELL), and about 70% of students are living in poverty. Salem-Keizer Public Schools is a minority-majority district. The intended purpose of this RFP is to engage a contractor to provide consultation and professional development services for elementary language and literacy adoption support services. The successful proposer will provide comprehensive support for curriculum adoption and implementation, including professional learning, instructional coaching, leadership development, change management, and data-driven monitoring to ensure successful and sustainable integration of high-quality instructional materials. Expected outcomes include: District educators effectively implement high-quality, standards-aligned curriculum with fidelity. District teachers receive targeted professional learning and coaching to improve instructional practices. District school leaders are equipped to support and sustain high-quality instruction across grade levels. A clear K-12 language and literacy vision and a K-12 math vision are developed and supported. Change management strategies are implemented to socialize and sustain the instructional vision. Curriculum implementation is continuously monitored through walkthroughs, progress monitoring, and measurable goals.
