A. General Financial Advisory Consulting Services The District seeks to retain qualified financial advisory firms to provide financial consulting services by providing general advice and assistance on the following: 1. Serve as an Independent Registered Municipal Advisor (“IRMA”) in accordance with the Dodd-Frank Wall Street Reform and Consumer Protection Act (“Dodd-Frank”) established by United States Securities and Exchange Commission (“SEC”) Rules to provide certain advice and assistance for financial transactions originated by the District; 2. Assist in the development of rating agency strategies, and provide ongoing communication and support to the District in its relationships with rating agencies; 3. Review and evaluate financing proposals as requested by the Treasurer of the District; 4. Provide overlapping debt schedule each December 31 for inclusion in the District’s Annual Comprehensive Financial Report (“ACFR”); 5. Monitor congressional, legislative, and regulatory developments which may impact the District’s overall debt program; 6. Assist with drafting and review of legislation and/or the District’s Strategic Business Plan as applicable, when necessary; 7. Evaluate and recommend implementation of or revision to various policies (e.g. debt management and public private partnerships “P3”); and 8. Other projects as defined by the Treasurer. B. Bond Sale Transaction Services: The District seeks to retain qualified financial advisory firms to provide financial consulting services related to bond sales, including: 1. Organize, schedule, and participate in meetings and conference calls with District staff, underwriters, bond counsel and other bond financing team members as needed; 2. Analyze the cost and benefits of alternative bond structuring and pricing options. This includes, but is not limited to, fixed rate taxable versus tax-exempt bonds, callable versus non-callable, timing of bond sale, par versus premium or discount bonds, pension obligation bond and refunding offering scenarios, and variable rate financing structures; 3. Prepare presentations and assist in rating agency and investor meetings related to the particular financing;
