A. OVERVIEW The District provides medical and prescription drug benefits to its Medicare-eligible retirees, as well as their Medicare-eligible spouses and/or dependents. There are currently 2,170 participants enrolled in the District Medicare Advantage Plan. Average enrollment in 2023 and 2024 was 2,196 and 2,183 respectively. The District currently offers a fully-insured group Medicare Advantage PPO Plan through UnitedHealthcare. The plan is a national plan with a non-differentiated (passive) PPO plan design. It includes prescription drug coverage in accordance with a plan design established by the District. The Medicare Advantage Plan is the only health plan option offered by the District to Medicare-eligible retirees. The plan runs on a calendar-year basis with open enrollment held beginning in mid-October and running approximately four weeks.
