This work shall consist of furnishing equipment and when required, delivering and retrieving equipment. The Department and each responsive, responsible bidder who meets the requirements and specifications may enter into a Contract to provide equipment without operators for use on construction and maintenance work on an as needed basis. The Contractor with the lowest rate for the equipment in the equipment category with the appropriate attachments and capabilities will have first option to furnish the equipment.
