• MCP cleanup activities including but not limited to: o Community Outreach (e.g. public meetings to discuss cleanup) o Preparation of site-specific health and safety plans o Preparation of a Site-Specific Quality Assurance Project Plan (SSQAPP) for review and approval by the Town and EPA in support of confirmatory cleanup sampling to achieve site closure under the MCP o Preparation of a draft and final Analysis of Brownfields Cleanup Alternatives (ABCA) and Phase III Remedial Plans to support cleanup objectives. The ABCA/Phase III report should include information to support EPAs “How to Incorporate Changing Climate Conditions in an Analysis of Brownfields Cleanup Alternatives (ABCA) to Support Grant-Funded Activities” or information as required in the MCP o Preparation of plans and specifications for cleanup and associated activities including but not limited to, bidding documents, contractor site walks, bid reviews and cleanup contractor selection assistance in conjunction with the Town o Preparation of MCP Phase IV/V reports as applicable to support MCP compliance o Preparation of MCP site closure reporting • Perform RLF cleanup oversight activities including but not limited to: o Review and certify payment requests associated with eligible cleanup activities and costs o Verify Davis-Bacon wage compliance (including, but not limited to, labor rates, equipment rates, subcontractor interviews) and other cross-cutting requirements o Conduct periodic site inspections and prepare a one-page monthly summary for the Town and EPA of brownfield cleanup activities o Any additional oversight as requested by the Town
