Phase 1: Request for Proposals • Selection of contractor • Contract negotiations • Execution of contract Phase 2: Preconstruction Services • Define and confirm, with County and City approval, the type and quality of proposed building materials, components, and systems through the submittal process • Provide critical path schedule approved by County and Columbia County Circuit Court. • Provide quality plans Phase 3: Restoration Preparation • Obtain agency approvals, including from the City of St. Helens Historic Preservation Committee. • Assess existing conditions and finalize engineering solutions for non-wood alternatives if necessary. • Prepare site and materials for restoration. Phase 4: Restoration and Construction • Restore the bell tower’s exterior to match its historic 1906 appearance. • Install a weather-resistant barrier on each column for long-term durability. • Wrap columns with a veneer suitable for extreme weather exposure (25+ year lifespan). • Conceal fasteners to prevent water infiltration at seams, corners, and transitions. • Install new railings and pickets. • Restore or replace soffits and miscellaneous wood trim. • Replace or restore deteriorated woodwork, with an alternate bid for metal or other material alternatives. • Apply historically accurate materials and finishes. • Provide engineering and attachment solutions for non-wood alternatives. • Potentially replace the existing bell tower roof. • Ensure all work meets local and state historical preservation guidelines. • Coordinate with the County Project Manager. • Conduct required meetings and site inspections throughout construction. • Complete project closeout.
