Request for Qualifications (RFQ) from qualified legal firms to provide construction law services for the Cowlitz County Public Facilities District (CCPFD) located in Longview, Washington. Provide legal advisory and representation services to CCPFD related to this project to include, but not be limited to: o Construction law. o Design-Build project delivery (RCW 39.10.300-330) and more specifically progressive design-build. o Industry and delivery method best practices. o Development of draft Contract Documents (Agreement and General Conditions). o Solicitation, evaluation of the Design-Builder qualifications/proposals and selection of the most highly-ranked/qualified Design-Builder. o Negotiation of the terms and conditions for the Design-Build Contract Documents. o Negotiation of the scope and fees for the Preconstruction Services of the DesignBuilder. o Requirements of the Contract Documents during Preconstruction Services. o Review and Negotiation of the MACC/GMP Proposal(s). o Early procurement of materials, products, services or construction packages. o Negotiation of the terms and conditions of the MACC/GMP Amendment(s). o Review and Negotiation of change documents (COPs, PRs, CCDs, etc.) related to cost/time impacts from changes in the Work.
