The selected consultant will be responsible for: Project Initiation: Kick-off meeting with stakeholders. Review existing plans, policies, and data. Schedule bi-weekly project coordination meetings. Community and Stakeholder Engagement: Conduct two phases of community engagement including workshops, surveys, and public meetings. Downtown Coordinator, Kathy Price, will assist the consultant with scheduling. Conduct meetings with community stakeholders and local public officials. Downtown Coordinator, Kathy Price, may assist the consultant with scheduling. Participate in pop-up events and conduct business walk-ins to speak with business owners, employees, and customers. Use innovative methods to maximize participation. Analysis and Visioning: Assess existing conditions and opportunities (to include analysis of existing transportation, land use and zoning, historic resources, new development, real estate, demographics, environmental constraints, economics, public spaces etc.). Develop a cohesive vision with guiding principles. Plan Development: Create conceptual designs, maps, and illustrations. Propose strategies for land use and zoning, transportation, multimodal transportation, housing, infrastructure improvements, parking, and public spaces. Coordinate with and reference the current transportation and parks and recreation plans being developed. Implementation Strategy: Outline project phasing, action items, costs, and potential funding sources. Develop project sheets for strategies and recommendations that the City can use for applying for grants or incorporating into capital budget planning. Recommend policies and programs to support the plan.
