The City of Spokane is seeking a researcher/consultant to evaluate the current state of animal control in the city of Spokane. The researcher/consultant will evaluate current animal control operations contracted by the City of Spokane in the context of national best practices and within the animal control policies outlined in Spokane Municipal Code 10.74 and Washington state law. The researcher/consultant will evaluate the financial costs, revenue models, and potential benefits of the City of Spokane assuming any currently contracted animal control responsibilities including but not limited to animal enforcement, pet licensing, impoundment, sheltering, and adoption services. Additionally, the researcher/consultant will identify any barriers to entry for non-profits or private organizations to perform any animal control services. Ultimately, the researcher/consultant will recommend a financially responsible animal control model that meets national best practices and complies with local and state animal control laws. Consultant to attend a project kick-off meeting and monthly check-in throughout the project as well as any additional check-ins that may be requested by the consultant or City.
