A. Vendors must maintain a vehicle exclusively designated for transporting bodies for the Coroner's Office. The vehicle must be able to transport up to three decedents simultaneously and must have room with adequate lighting for the Coroner or Investigators to examine a decedent while inside the vehicle. The vehicle must have supplemental warning lights (360) to protect the vehicle and occupants at highway scenes. B. Vendors shall be on-call and available 24 hours a day, 7 days per week through all weather conditions. C. Vendors will be required to have two-way radio communication (FCC Approved) with the Coroner at all times. D. Vendors shall provide a maximum response time of 45 minutes or less. E. Vendors must provide adequate personnel for difficult and complex removals. F. Vendors must properly interact with Law Enforcement, Coroner, and EMS officials. Vendors must interact appropriately with victims' families when necessary. G. Vendors must be prepared to handle horrific scenes of death involving blood, body fluids, body parts, and decomposed human remains. H. Vendors shall comply with OSHA Regulations 29CFR1910.1030 and show proof of compliance if requested. I. Vendors should possess training in bloodborne pathogens, tuberculosis, and the proper use of HEPA respirators. J. Vendors must have Hepatitis B inoculation or have a signed OSHA approved declination form. K. Vendors should be aware that there may be potential for exposure to bloodborne and airborne diseases such as Hepatitis, AIDS, HIV, Syphilis, and Tuberculosis, as well as vectors such as scabies, crab lice, and maggots. L. Vendors are required to supply the following items at no extra cost, excluding transportation fees : o Heavy-duty body bags in quantities to handle multiple victim scenes (for both adults and children) o Sheets o Toe-tags o Opaque or translucent windows on vehicle to obscure viewing of victim compartment o Numbered Security Seals for the body bags to ensure chain-of-custody o Cleaning and disinfection chemicals to maintain sanitation of vehicle and equipment o Hand sanitizer for use by crew and on-scene assistants o Biohazard bags and containers o Scissors and knife o Full-face respirators with appropriate cartridges for crew and on-site assistants o Fluid-resistant boots for crew and on-scene assistants o Adequate personnel when requested for difficult removals M. Vendors must submit copies of the following documents along with their response: o Written Exposure Control Plan o HAXCOM Plan o Copy of criminal history for all personnel responsible for the transportation and care of bodies
