Please note: This is a Sole Source Notification. Stop Stick, LTD is the sole source and sole distributor for Stop Stick products. Stop Stick products are tire deflation and pursuit termination devices (vehicle disabling equipment) that include Stop Sticks, Piranhas, and Terminators. Portland Police utilizes these products for pursuit prevention and termination, and they are placed in all patrol cars. Portland Police also utilizes the training kits for training purposes. There are several manufacturers of tire deflation devices but none that meet the usability and safety needs of PPB. The US Department of Homeland Security (DHS) System Assessment and Validation for Emergency Responders (SAVER) conducted an assessment of portable tire deflation devices and found that users preferred the Stop Stick system for the following reasons (see attached document for assessment). 1.) Capability – users rated Stop Stick system higher than other systems in spike effectiveness and overall system effectiveness. 2.) Deployability – Users rated Stop Stick system higher than other systems and had positive comments on its storage options and ease when deploying and retrieving the system for redeployment 3.) Maintainability – Users rated Stop Stick system higher than other systems based on durability. It’s worth noting that assessment engineers and technicians rated another manufacturer higher in this category.
