The City of Minneapolis (hereinafter referred to as the City) makes this Request for Proposals (hereinafter referred to as the RFP) for a Contractor or Contractors (hereinafter referred to as the Contractor) for two categories of services for the City’s speed and red-light camera enforcement system (hereinafter called System): • Category A: traffic safety camera services; and • Category B: traffic safety camera citation processing services. Prospective contractors can provide a proposal for either category of services or for both categories of services in one proposal. The City prefers to have separate contractors provide the services in each category.'' Category A: Traffic safety camera services; This category includes the installation, implementation, training, and continuing performance of the hardware, software, processing, and supporting documents of speed and red-light cameras. The Contractor for Category A (hereinafter referred to as Contractor A) will ensure that properly identified violations of the speed and red-light cameras are shared with City enforcement agents for confirmation. Contractor A will be expected to coordinate with the Contractor for Category B (hereinafter referred to as Contractor B) for a system to share confirmed violations so that Contractor B can complete the processes and managing of the violations. In addition, Contractor A will need to be available to testify in court as needed to the system’s calibration and accuracy. Category B: Traffic safety camera citation processing services; This category includes the citation issuance and management of violations. The City anticipates the Category B System will include: 1. The ability to look up vehicle owner’s name and address so that warnings/citations can be mailed. 2. Maintaining a database that tracks the stage in with the violator currently resides in. This means tracking so that the violator is issued the appropriate warning or citation based on the number of previous traffic safety camera violations they have. 3. Mailing appropriate warnings/citations to the vehicle owners. This has yet to be confirmed as a task, the City is requesting approach and pricing for this optional task. 4. Providing a secure online portal that violators can access and verify the video/ imaging record of the citation. 5. Maintaining a database with the status of the citation that integrates with the City (City staff and City Attorney’s Office) and, if needed, the State (County Courts). 6. Potentially (depending on final State law) supporting citation payment processing. 7. Meeting all aspects of the state and local law and regulations, including data practices for privacy and security.
