3.2. Operator The requirements of a Grade 2 WTPO, at a minimum, will be certified and hold all certifications in accordance with the ADEQ in accordance to State of Arizona A.A.C. Title 18 Chapter 5. The requirements of a Grade 2 WDSO, at a minimum, will be certified by ADEQ in accordance to State of Arizona A.A.C. Title 18 Chapter 5. The WDSO will be directly responsible for the operation of the well sites. The Operator will, at the time of Proposal submittal, possess both certifications. The certifications will be kept on file with the Public Works Department Procurement Division. The Operator will verify adherence to all Safe Water Drinking Act requirements. All O&M, sampling, and reporting will adhere to the Safe Water Drinking Act as referenced by Maricopa County, State of Arizona, and the EPA. Should the Operator have questions regarding instructions and schedules the Operator will always defer to county, state, and federal guidelines. On-site Facilities and Related Sites Requiring Operation and Maintenance The WTS equipment is housed in two (2) facilities, distribution pipe connecting wells to facilities, raw water storage tank, and at two (2) well sites: SR85 Facility- Building west of the Landfill Admin office The Operator will be responsible for all the equipment at this location as shown in Attachments E and F. Brine Tank: The waste brine tank is a standalone unit, which requires occasional maintenance, and is located south of the maintenance shop as shown in Attachment F. Cargill Facility The Operator will be responsible for all the equipment at this location as shown in Attachments E and F. The Operator will coordinate access to Cargill with their on-site management. Distribution Pipe: Consists of 8-inch, 12-inch, and 16-inch c900 PVC pipe and ductile iron pipe. Disinfection of pipeline may be necessary when system is repaired. Operator will exercise valves biannually and replacement valves as needed. The Raw Water Storage Tank: Consists of 400,000-gallon bolted steel water storage tank. Storage tank will need to be inspected and cleaned as needed. Operator will need to contract with a tank inspection company to perform the work. Well Sites: Two (2) registered production wells are located on Patterson Road west of the Landfill and can be operated separately or together. Disinfecting of well site apparatus may be necessary when system is repaired. The Operator will provide this service and sampling as needed.
