House Bill 162 (2024) emphasizes that "mathematics proficiency is essential for all Kentucky students to achieve the 12 academic goals established in KRS 158.6451." It is Kentucky’s goal that all students develop the necessary skills to demonstrate procedural fluency, build from conceptual understanding to application, and solve real-world problems. To support this goal, the Kentucky Center for Mathematics (KCM) has established the KCM Numeracy Counts Academy, an initiative designed to enhance numeracy skills among students through high-quality instruction and professional learning for educators. The Academy aims to improve mathematical understanding and instructional effectiveness, ultimately increasing student achievement across Kentucky. To assess the impact of the KCM Numeracy Counts Academy, KCM is seeking proposals from qualified data providers to develop data collection protocols, collect relevant data, and conduct analyses to measure program effectiveness. The selected provider will work in close collaboration with the grant’s Principal Investigator (PI) and university researchers to ensure data-driven decision-making and continuous program improvement.
