Tast 1: Needs Assessment and Opportunities Report: Bidders should propose an efficient method and structure for conducting a Massachusetts Outdoor Recreation Business-Owners needs assessment to efficiently gage business-building pain points, barriers to growth, resource needs, and opportunities for outdoor recreation business development. Proposed methods may include, but not be limited to, key actor interviews and broader-based surveys to deepen the understanding of types and stages of outdoor businesses in the state. The assessment should culminate in a report detailing the current state of the outdoor recreation business landscape in Massachusetts, and key gaps and opportunities to support business owners, including through content creation, training and programming, financing, network-building, and other. Task 2: Business Alliance Establishment: In part depending on the recommendations of the Opportunities Report (Task 1), bidders should propose a scope of services to form, establish, and sustain a Massachusetts Outdoor Recreation Business Alliance over a period of approximately 36 months.
