Base Bid Item No. 1 - Annual Landscaping Maintenance at City Hall and TPAC: The existing landscaping requires bed maintenance a minimum of once per month or more frequently as needed during the growing season. This shall include removing weeds, dead shrubbery, wild-grown bushes and trees, and refreshing mulch. The contractor shall replace existing mulch with new dark brown, double-shredded hardwood mulch once per year during spring maintenance. The mulch shall be natural and untreated, free of dyes, rubber, or synthetic materials, and free of contaminants such as weeds, seeds, or pests. Before installation, the contractor shall remove and properly dispose of old mulch. The new mulch shall be applied evenly at a uniform depth of 2 to 3 inches unless otherwise directed by the City and shall not be placed directly against plant stems, tree trunks, or structures to prevent rot and pest issues.
