Please note: This is a Sole Source Notification. The State of Michigan intends to make a purchase for which it believes there is no viable alternative. The purpose of this notice is to attempt to identify possible alternatives. The MDOC seeks to establish a new multi-year contract for existing deployed Ultratime and Ultrafile software with Tracy, Inc. The MDOC currently utilizes the Ultratime software for employee and contractor timekeeping, and the Ultrafile software to track, sign out and sign in physical offender files by MDOC employees. The MDOC requires the ability to schedule voluntary and mandatory overtime based on Union Collective Bargaining Agreements, manage daily staffing levels and assignments, track time and attendance for all custody staff and certain contractors, integrating with current timeclocks at 27 MDOC correctional facilities, integrate with existing SOM time & attendance solution (SIGMA), physically track the location of an offender’s documents, integrate with bar code scanners to track physical location of files, and provide reporting and flexibility to meet changes in reporting requirements. After research, the MDOC has determined that only one company, Tracy, Inc, has an off-the-shelf product currently in production that already meets all requirements. For example, this solution is the only one in production that provides the ability to physically track the location of an offender’s file and integrate with bar code scanners, among other things.
