The Cannabis Control Commission (CCC) intends to continue engaging with JD Software, Inc. under Statewide Contract ITS75 for software platform services supporting the Adult and Medical Use Marijuana Licensing System (MassCIP). The MassCIP system is a critical platform that facilitates licensing and compliance processes. Engaging JD Software through ITS75 allows the CCC to maintain operational continuity and leverage vendor expertise without disruption. We view this approach as the most efficient and beneficial way to proceed, as it enables us to maintain a system already tailored to our needs while upholding procurement best practices. Additionally, it provides an opportunity to prepare for a full procurement process to secure a longterm solution that best meets CCC’s needs at the best value. Cannabis Control Commission Licensing Platform Features • Electronic Licensing System: Web-based system for processing applications, issuing licenses, and tracking compliance. • Software-as-a-Service (SaaS): Fully configured and tested SaaS platform, including data management, reporting, training, support, and integration. • Hosting & Monitoring: Ensures system availability, uptime, and security, hosted by JD Software or an approved third party. • Public Records Compliance: Configured to meet Massachusetts General Law Chapter 66, § 19 for records storage, retrieval, and redaction. • Data Management & Reporting: Provides a machine-readable format for efficient public records access and compliance. • User Support & Training: JD Software provides technical support and online training for Commission staff and authorized users. • Security & Compliance: Adheres to Commonwealth security policies and best practices for cloud-based systems.
