The City of Deephaven is requesting proposals for Civil Engineering Services to support and guide our municipal operations both now and into the future. The successful engineering firm will have demonstrated experience that will support their success in the following areas: 1. Serve as the City’s Consulting Engineer on all projects and applications, and answers questions posed by the Council, Commissions and Boards as requested at meetings. 2. Take direction from City Staff and the City Council. 3. Assist in planning, coordinating, supervising and evaluating programs, plans, services, equipment and infrastructure. 4. Develop and recommends policies and procedures as needed for effective operation of the City consistent with City policies and relevant laws, rules and regulations and ensures council actions are implemented. 5. Work with the Public Works Supervisor and City Administrator to formulate short- and long-range plans to meet the needs in all areas of Public Works improvements, including streets, water, sewer, storm drainage, street lights, parks, and buildings. Assists the Public Works Supervisor and City Administrator with management of the City’s Capital Improvement Plan (CIP). 6. Assist in the implementation of all water resource functions, including implementation of the Wetland Conservation Act, Surface Water Management Plan, and MS4 NPDES permit requirements, applications and reporting. 7. Provide engineering services on City infrastructure improvements and overseesproject management for the construction of municipal public services projects as needed. 8. Review land use applications and construction plans for private developments for consistency with City adopted engineering specifications, City policies and relevantlaws, rules and regulations and ensures Council actions and direction are implemented. 9. Ensure that costs and fees are charged back to development projects; works with City staff to monitor charges and revenues associated with development projects. Responds to questions regarding billing for engineering services. 10. Assist in the planning, layout and design of City parks, trails and other recreational amenities.
