Task 1: Project Management; The consultant will work closely with the CCOG to carry out this scope of work. Project management should include establishing a system of regular communications with the CCOG project manager, including a monthly progress report to accompany monthly invoices. The Consultant shall be responsible for preparing meeting materials and other project documents as appropriate. The Consultant’s project manager or any key personnel shall not be changed without written approval of the CCOG. After receiving the notice to proceed from the CCOG, the Consultant shall convene a kick-off meeting with CCOG and the selected project Steering Committee to discuss the project schedule and scope of work, project goals and objectives, communication protocol, and other administrative items. Deliverables: Meeting notes, revised project schedule and scope of work (if necessary), list of stakeholders. Task 2: Data Collection and Demand Analysis; 2.1: Document Review and Existing Conditions Assessment; Review pertinent data, documents, reports and other items that will be relevant to the project. The Consultant will review planning documents and information, including, but not limited to: County and City General Plans, Calaveras County Regional Transportation Plan, most recent Triennial Performance Audit, and any other documents deemed relevant to the SRTP development. The Consultant will also review recent developer proposals to assess new development areas within Calaveras County and the City of Angels Camp. Evaluate and incorporate the findings from the Zero Emissions Bus Analysis and Rollout Plan and Calaveras County Coordinated Public Transit-Human Services Transportation Plan. Work with CCOG to obtain monthly financial and ridership reports for Calaveras Connect, the current contract with Paratransit Services, transit operating budget, transit policies and procedures, and the records of past Unmet Transit Needs Hearings. Develop a demographic profile using data from sources such as the US Census Bureau, California Department of Finance, and local data from each jurisdiction. The demographic profile will focus on the three target populations: persons with disabilities, older adults, and low-income individuals. Incorporate other economic and social characteristics such as income, employment, and vehicle access to develop a clear picture of transportation needs throughout the county.
