SHS serves a clinically unpredictable patient population, and this system provides essential assurance that assistance will be immediately available when needed. Without the Airista Flow system, SHS would face increased staff injuries, delayed response to medical emergencies, and reduced recovery rates for eloped patients (those who have escaped from the facility). Additionally, amid statewide nursing shortages and challenges in recruiting licensed nursing staff, maintaining a safe work environment is critical for employee recruitment and retention. Therefore, the Department requests an exemption from competition for annual support, maintenance, and necessary upgrades to the current system.
