Specifications include, but are not limited to: Through a fully collaborative project delivery approach, the Design-Build Firm shall progress, optimize, innovate, deliver, and construct the Project consistent with the Department’s goals listed below: 1. Develop designs and deliver phases of construction to open the Poinciana Connector (S.R. 538) to traffic at the earliest possible date. 2. Improve interchange accessibility and efficiency. 3. Minimize impacts to the surrounding roadway network to the greatest extent practical. 4. Include aesthetic treatments to mitigate visual impacts and enhance the community. 5. Enhance safety through the use of Intelligent Transportation Systems (ITS) strategies. 6. Preserve future high speed rail corridor within the I-4 (S.R. 400) median. 7. Minimize disruption to FDOT’s partners and the traveling public. 8. Collaborate and coordinate with FDOT’s partners and the public. 9. Minimize impacts to the natural and built environments. 10. Ensure that all NEPA commitments in the Project Commitment Records are met. 11. Maintain compatibility and coordination with adjacent ongoing and future improvements. 12. Take advantage of newly constructed portions of constructed facilities as soon as possible when it is in the best interest of traffic operations. 13. Minimize Right of Way (ROW) impacts and accommodate the Department’s planned ROW acquisition plan.
