Please note: This is a Sole Source Notification. Commonwealth University (CommU) and Indiana University of Pennsylvania (IUP) is seeking a sole source contract with Citi Program, in order to continue utilizing Citi Program's IRB (Institutional Review Board) Manager system through March 19, 2030. The software system provides a Federally compliant system to submit, track, review, and archive research proposals concerning human subjects research for the many faculty and staff members. CommU and IUP have been utilizing the IRB Manager System for the past 11 years in response to Citi Program's award of a five (5) year Contract, plus an 18-month extension which expired on December 31, 2020. A five year sole source was then utilized through 2025. Citi Program (then Tech Software) was the successful Offeror in response to BU IRB Software RFP #09252013. A total of 2 Offerors submitted proposals in response to that solicitation; and, Citi Program's IRB Manager was the sole offeror to obtain the required number of technical points.
