The County of Riverside Purchasing, on behalf of the Riverside County Sheriff’s Office (RSO), Patrol Division, is seeking competitive bids for environmentally friendly and water-conserving on-site mobile car wash services for law enforcement vehicles as detailed in this RFQ. As California's fourth largest County, Riverside County Sheriff patrols over 7,300 square miles via Sheriff's Patrol stations and sub-stations spread across the region: Cabazon, Canyon Lake, Coachella, Colorado River, Hemet, Jurupa Valley, Lake Elsinore, Lake Mathews, Moreno Valley, Norco, Palm Desert, Perris, San Jacinto, Southwest, Temecula, and Thermal. Law enforcement vehicles including emergency response vehicles equipped with antenna and light bars, requiring on-site mobile car washing services include sedans, full-size SUVs, pickup trucks, armored vehicles, and full-size twelve (12) passenger vans. RSO interacts with and is visible to the public of Riverside County daily. RSO equipment should reflect a high level of professional appearance. Maintaining clean vehicles is important to ensure they are properly maintained and set a professional standard. For this bid, the Riverside Sheriff's Office estimates weekly washes on site (RSO station parking lots) for approximately 2,167 department fleet vehicles. Vehicle counts are approximate for the purposes of this proposal and could slightly vary from year to year. No minimum or maximum number of vehicles and washes is implied or guaranteed. After each wash, the vehicle exterior, including windows and windshields, must be free of dirt, dust, residue, and watermarks and have tire and wheel cleaning and dressing. The vehicle interior must be cleaned, including vacuuming, dashboard cleaning, and window cleaning. Full detail services include but are not limited to washing and wiping dry all vehicle’s exterior surfaces; cleaning tires and rims; cleaning all windows (inside and out), as well as the windowsills; cleaning/vacuuming mats and all carpeted areas; spot clean and damp-wipe steering wheels, mirrors, dashboards, seats, and benches, ceiling panels, doors, handrails, cupholders, AC/heater vents and other interior surfaces to be done by vendor personnel. The contractor must provide all necessary tools, accessories, materials, equipment, services, and apparatuses to provide on-site mobile vehicle washing and detailing services using original and non-toxic cleaning chemicals that are environmentally friendly, and safe to all occupants’ health and well-being. The contractor must be willing to travel to Riverside County Sheriff’s Patrol stations when needed. The County reserves the right to split the award among multiple contractors and/or by geographical areas.
