The outcome of the workshop shall include: • Validation and re‐confirmation of the existing statements of the District’s vision, mission, and core values. • An examination of the current operational environment and the identification of important external forces and trends that influence and impact the District’s ability to meet community and stakeholder expectations. • Assessment of the District’s strengths, weaknesses, opportunities, and challenges. • Development and prioritization of six – seven strategic goals around which key policy decisions can be evaluated and important organizational and operational activities can be managed. Prior to the workshop the consultant shall meet up to twice with an adhoc committee of the MST Board of Directors to set overall expectations for the workshop and develop board and staff survey instruments that will be designed to gauge board attitudes, opinions and concerns regarding District strategic priorities for the coming 4 years. The consultant will work together with the District CEO to finalize survey instruments for both District board members and executive staff. The consultant shall distribute the survey instruments to MST Board members and executive staff and shall compile the results in a manner that retains the confidentiality of the respondents. Based on the results of the survey the consultant shall work with the CEO and the ad hoc committee to finalize an agenda for the threehour workshop.
