2.1 Pre-Season Pool Preparation The contractor shall ensure that the facility is fully operational and swimmable by Saturday, May 24, 2025. This includes: • Removal of all freeze plugs • Assembly of the filter system • Filling the pool with County/Town water • Priming and starting the filter system • Connecting and starting the purification system • Removing the pool cover • Installing ladders, railings, and skimmer baskets • Assembling all fresh-water connections to the pool • Balancing and maintaining the chemical levels of the pool water • Providing a staff member to be present during the Department of Health and Mental Hygiene Inspection • Setting up all deck furniture, lifeguard stands, and other necessary equipment 2.2 Pool Operation and Management The contractor shall be responsible for the operation of the Millington Pool Facility from May 24, 2025, to September 1, 2025, during the hours of 11:00 AM to 6:00 PM, Tuesday through Sunday, including Memorial Day and Labor Day. The contractor’s responsibilities include: • Conducting pre-opening inspections and informing Kent County Parks and Recreation (KCPR) of any necessary repairs, replacements, or structural modifications required to meet operational and safety standards. • Providing certified lifeguards, ensuring a minimum of three (3) lifeguards are on-duty at all times. • Training all lifeguard employees to meet the Department of Health and Mental Hygiene certification standards. • Supplying and managing all pool chemicals to maintain proper water treatment in accordance with COMAR standards. • Providing water testing chemicals and logbooks to document daily water testing in compliance with Department of Health and Mental Hygiene regulations. • Ensuring that a trained supervisor inspects the facility weekly and reports any equipment issues to KCPR. • Reviewing and adhering to all KCPR pool policies and procedures. • Ensuring facility security during and after operating hours. • Notifying KCPR promptly of any mechanical failures, vandalism, adverse weather conditions, or other incidents requiring pool closure or reduced admission capacity.
