A. The Campus Residential Development- The project involves two distinct, but adjacent, sites with frontage on the Sumter Street corridor near Blossom Street: McBryde Quadrangle site. This site is located immediately south of the Thomas Cooper Library and the Hollings Special Collections Building with frontage on Blossom and Sumter Streets. The site is occupied by five three-story residential buildings, totaling 68,046 square feet, which were constructed in the 1950s and have exceeded their service life. The buildings have significant deferred maintenance. The McBryde site has been identified in the 2024 campus master plan as a prime opportunity for redevelopment with a new larger residence hall(s) to achieve the objective of enabling more students to live in the core of the campus. The project will abate and demolish the McBryde Quadrangle buildings. The site will be redeveloped with taller residential buildings to aspire to more than double the current quantity of 250 beds to achieve 500-700 new beds. New student bedrooms are envisioned to be suite-style and/or traditional style. The architecture will complement the Honors College Residence Hall and the buildings in the Thomas Cooper Library mid-century modern district. The development will also provide learning spaces and outdoor patio space for student residents. Honors College Residence Hall site. This site is located across Sumter Street from the McBryde Quadrangle. The Honors Residence Hall has green space that has been planned for a third wing expansion for some time. In the past, development of this site was cost prohibitive. The university believes if this site is developed simultaneously with the McBryde site, an economy of scale will occur that will reduce the cost per bed. The Honors College site will allow for a long-planned expansion in the form of a new third wing providing an estimated 150 new beds with limited academic and meeting space. Site Utilities. The project will also incorporate the upgrade and/or installation of new subsurface utility infrastructure to support the expanded development of the two residential sites described above. Site utilities will include chilled water, steam and/or hot water systems. B. The selection of the CM-R will comply with the guidelines of the South Carolina Procurement Code and Regulations, including the Office of State Engineer (OSE) Manual for Planning and Execution of State Permanent Improvements – Part II (OSE Manual). The overall procurement will be a two-step process consisting of a Request for Qualifications (RFQ) followed by a Request for Proposals (RFP). In the first step (RFQ), qualifications alone will narrow the field to a list of prequalified firms who will be invited to respond to the RFP. C. In selecting a firm, the University will place great emphasis on the experience of the firm and assigned personnel in providing similar services on projects of similar magnitude and complexity as the Project. Selection preference will be toward firms that have demonstrated depth of knowledge and resources in the successful application of principles of CM-R and general contracting, scheduling, contract coordination and compliance, budget control, familiarity with Federal, State, County, and City laws, ordinances, and codes. Preference will also be toward firms who have successfully completed phased projects in occupied buildings where occupant safety, noise, and vibration controls were paramount. Small and minority business enterprises, as certified by the South Carolina Division of Small and Minority Contracting and Certification, are encouraged to respond to this request.
