As part of the California Department of Technology’s (CDT) Project Approval Lifecycle (PAL) Stage 2 – Alternatives Analysis, the Department of Financial Protection and Innovation (DFPI) is embarking on a strategic effort to reimagine and modernize its core enterprise systems. This stage of the PAL process is centered on understanding the full range of feasible solutions available in the market before committing to a preferred approach. In alignment with this goal, DFPI is issuing this Request for Information (RFI) to engage industry partners and gather ideas, solution recommendations, and insights to help shape the future of our modernization journey. DFPI’s Enterprise Systems Modernization (ESM) project aims to replace aging, disconnected legacy platforms with a unified, cloud-ready solution that is secure, scalable, and responsive to the department’s evolving regulatory and operational needs. Through this initiative, we are seeking to streamline licensing, case management, enforcement, examinations, complaint resolution, and internal collaboration across more than 22 programs. We are seeking recommendations on a solution that includes an integrated Case Management System that enables staff to track, prioritize, and resolve cases efficiently, while collaborating across units and maintaining a full history of case activity. The solution must also include a Document Management System with secure centralized storage, version control, and annotation tools. Other core features include robust reporting and analytics, advanced search and retrieval, role-based access control, and integrated tools to support communication and task coordination. In addition to that, DFPI is seeking to integrate with a third-party Payment Processing System that can support multiple payment channels and methods, offer real-time transaction visibility, and comply with industry standards such as PCI-DSS and GDPR. The payment system must integrate seamlessly with the case and document systems to ensure a unified experience for both staff and external users.
