1.1 Operational Requirements The Contractor must outline their approach to meeting the following operational requirements: • Stocking and maintaining inventory, processing orders, and delivering commissary items efficiently. • Providing plus-sized clothing options that may not typically be carried in inventory. • Obtaining and maintaining signed receipts for all delivered items. • Submitting receipts to the Jail Accountant for financial reconciliation. • Addressing and resolving discrepancies in orders or invoicing promptly. • Charging and remitting Washington State sales tax as required. • Developing a plan for tracking and distributing indigent supplies, if applicable. • Supervising two (2) assigned inmate workers in commissary operations. • Adhering to Generally Accepted Accounting Practices (GAAP) and complying with audits conducted by the Sheriff’s Office, Whatcom County AS-Finance, and the Washington State Auditor’s Office. • Providing and maintaining all necessary computer hardware, software, and specialized equipment required for commissary operations. • Collaborating with Whatcom County AS-Information Technology to develop an interface with Spillman and the County’s accounting system, subject to mutual agreement. Proposals should clearly demonstrate how these requirements will be met and provide details on the Contractor’s ability to deliver a secure, efficient, and cost-effective commissary service for the County. 1.2 Financial Aspects The Contractor must detail: • Proposed commission percentage payable to the County on net commissary sales • The cost per complete indigent supply pack and cost per individual item
