Minnesota State Retirement System (MSRS) was established by the Minnesota Legislature in 1929. MSRS administers retirement plans that provide retirement, survivor, and disability benefit coverage for Minnesota state employees, the Metropolitan Council, and many non-faculty employees at the University of Minnesota and under the Minnesota State university system (Minnesota public employees). MSRS covers over 58,000 active employees and currently pays monthly benefits to over 54,000 retirees and survivors. The State of Minnesota currently outsources the printing, sorting, folding, and warehousing associated with production of the Minnesota State Retirement System (MSRS) monthly statements. The awarded Contractor will populate the pre-printed monthly statement “shell” and warehouse the “shells” until the “shells” are ready to be printed and sent out to MSRS recipients. The variable data for the printing of the Minnesota State Retirement System (MSRS) monthly statements are provided to the awarded Contractor before production of the printed monthly statement via a secure MSRS portal. The MSRS prints approximately 7,000 to 9,500 statements per month. This process also includes printing, folding and inserting of the monthly statement(s) into a #10 window envelope that is provided by MSRS and delivering them to the Minnesota Department of Administration, Central Mail Division. The awarded Contractor should have the capability of storing roughly 50,000 envelopes and 50,000 monthly statement shells between printings. The goal of this Request for Proposal (RFP) is to solicit proposals from Responders who have considerable proven experience and ability to print, process, and warehouse the MSRS monthly statements in an efficient and timely fashion.
