• Project Management – lead all aspects of the project, including managing budget and schedule, providing written updates to the City’s project liaison, advising the project’s advisory committee, and leading and facilitating focus groups and stakeholders. The Respondent will provide guidance throughout the process and strategies for successful project development and implementation. • Research, Analysis, and Document Review – provide a diagnostic review report documenting a detailed review and summary of deficiencies identified in current development regulations (i.e. zoning and subdivision codes) integrating a comprehensive analysis identifying trends in land use, land development, population growth, public perception, and economic development to enhance an understanding of the current zoning ordinance, existing plans and strategies, outdated or inconsistent regulations, future development needs, and potential areas of impact. This deliverable, at a minimum, should address issues with current ordinances (i.e. conflicts between sections, silence on certain items, parking standards, lack of detail, direction contrary to current practice, and document organization).
