1) Engage a robust community planning process, which will reflect the needs/desires of the neighborhood and community: • Community outreach and participation are important to this corridor planning process. This will include significant community outreach and engagement of all stakeholders, and is likely to include multiple opportunities for participation forums, whether through community visioning, workshops, focus groups, interviews, surveys, etc. • The Proposer shall engage all segments to the best extent practicable, including neighbors and nearby businesses, property owners, employees, Town officials, and Town boards. • The Proposer shall work in coordination with the Town’s advisory committee and will give consideration for future public works infrastructure projects and initiatives. • Plan will inform citizens and stakeholders about the reason for the project and/or goals while gathering input from citizens and stakeholders regarding their opinions and support for, and assessment of, various actions, goals, and priorities for the Route 40 corridor plan. • Plan should demonstrate an understanding of and consideration for citizen and stakeholder concerns, aspirations and ideas for addressing specific community needs and identify alternatives, consequences and preferred solutions. • Plan will also identify stakeholder groups, leaders and residents that can guide decision-making and contribute to consensus building. 2) Develop and incorporate informative presentations to the public about the corridor’s historic development pattern, as well as its evolution over time, and the resulting streetscape as it appears today: • To develop a presentation which would creatively convey the area’s history, the selected proposer shall present how these past elements were either inappropriate for today’s needs and/or how this history could be integrated into the vision for the future (public art, interpretive signage, etc.) • To identify potential missed opportunities or key differences between this corridor and other portions of Town (or other comparable communities), including other mixed use, industrial, and commercial areas • To identify potential opportunities for involving other Westford or regional institutions, including but not limited to college/universities, museums, art, theater and music, and cultural institutions and activities 3) Develop consensus around a vision for the Route 40 Corridor Plan and the best means and procedure to make the vision a reality: • To educate citizens and stakeholders about the tools available to municipal governments that shape the development and redevelopment of real property • To develop consensus around the best tools, zoning and otherwise, for achieving the agreed upon vision • To generate excitement and enthusiasm for future possibilities within the Route 40 Corridor.
