The Contractor(s) is (are) to provide ready access to helicopter(s) and requisite personnel to operate and manage such assets that meet the specifications in the event of a declared disaster. The Contractor(s) will be officially notified by the State Health Officer or designee when services are needed, including the number and size of helicopter(s) required, and the destination(s). The Contractor must supply pilots and helicopters capable of flying and landing at heliports as well as in areas that have been affected by a catastrophic event where conditions are determined safe. The Contractor shall have the final power and authority to make decisions concerning the manner of flight, the qualifications and fitness of personnel engaged in flight or maintenance of the aircraft, the suitability of weather and landing conditions, and all other matters affecting the feasibility and safety of flight. The Contractor will be provided with as much advance notice as possible. Service should be available within 6 hours but in no case shall it require more than 24 hours. Bidders should include the number of available helicopters and the timeframe for delivery after notification.
