Please note: This is a Sole Source Notification. Vendor: Clifford Stott, Ph.D. through Crowd and Conflict Management Ltd. Justification: Portland Police Bureau (PPB) intends to acquire a consultant for a grant funded project concerning Dialogue Policing Training and Support that has possesses the below qualities: 1.) Expertise in dialogue policing and public order management (specific to law enforcement contexts) 2.) Experience working in programs funding by Federal Grants 3.) Prior experience working with U.S. law enforcement agencies on de-escalation strategies 4.) A demonstrated history of conducting research, developing training, and evaluating policing strategies. 5.) Established knowledge of Portland-specific policing challenges and agency operations that will allow the consultant to begin work without extensive onboarding PPB conducted market research and concluded that Clifford Stott, Ph.D. through Crowd and Conflict Management Ltd. was the only notable consultant that fulfilled the above criteria. Dr. Stott also possesses direct experience operating under a dialogue policing grant while working with the Columbus, Ohio Division of Police and is a recommended consultant by both the National Tactical Officers Association (NTOA) and the International Association of Chiefs of Police (IACP).
